It's always there if you have learnt to listen for it. But if you have spent your life ignoring it, then it may take a bit of doing to hear it again.
The one that says,
"Don't put that there, it might spill"
and
"Put it in it's place, otherwise you'll forget where you put it"
and
"Do it NOW"
I cannot IMAGINE where I would be now if I'd listened to that voice every time!
But I ignored it. And paid the price. Many times. Paid DEARLY.
And in the middle of *trying* to listen for it, I forget to listen and BANG! - I am reminded again that "the dew of heavenly wisdom is dropping silently on my parched soul, even while I turn in a passion of self-seeking from its contemplation, and absorption, to the noisy demonstrations of the multitude, which only has lifeless husks to offer, in exchange for my hearts best service".
MUST remain One-Pointed.
My ONLY request for manifestation now is To Love.
